Unification on military, taxes, single government type throughout etc
If all countries followed the federal model you'd be almost there
However we have a mix of Parliamentary monarchies, federal govs etc

I don't think all of those are really mandatory imo.
As long as federal law overrides the state law.
The only thing it is really lacking imo would be it's own military.
Well it does matter
Since for a federal union of states
The states need to be party to that
They need a form of government that is compatible
But again it's in this wierd place
Where it look ls and feels sorta like a state

I think those distinctions are more of a technicality imo. It acts so closely to a state that it's almost indistinguishable from one.
However it can be distinguished legally and technically. Which means it isn't.

I think the definition of state is vague. So saying it is or it isn't are both kind of true.
