I don't think all of those are really mandatory imo.
As long as federal law overrides the state law.
The only thing it is really lacking imo would be it's own military.
Well it does matter
Since for a federal union of states
The states need to be party to that
They need a form of government that is compatible
It's close orion
But again it's in this wierd place
