It ONLY would become de facto mandatory (over a long period of time) if it's actually worth anything. If it's not, and I think it isn't, it wouldn't. SO not making it mandatory lets us test weather it's a good idea or not.

it's a license, it's good advertisement since majority of people won't have any clue what it actually means, so even if it was meaningless people would much rather send their kids to a school with licensed teachers than a school without

the only reason such a thing is even discussed in the 1st place is because the education system is NOT a market economy at all
