If Russia attacked the US using a nuke the US has enough forces throughout the globe, along with NATO forces, and the immediate support of the UN to wipe Russia off the face of the Earth with in a matter of weeks.
Japan hoped to crush the us navy with an preemptive strike.
It was a gamble
There won't be unconventional responses to conventional attacks, strictly speaking in terms of nuclear warfare.
Russia's only hope is nukes in that scenario and it wouldn't entertain it.

Their calculation may be to simply surrender at that point, rather than face MAD.
Attacking one naval base doesn't destroy the US navy. They obviously would have had reserves and come after Japan on land and sea. It was totally irrational.
The aim was to destroy capital ships.
And they know this, a primary reason they wouldn't engage in the former action to begin with.
Their logical choice would be a terrorist attack through surrogates or a land grab.
They simply failed to do that.

Russia could easily do either of those with low blow back.

Lets say you manage to wipe out the entirety of the US navy and for the sake of argument the US can't create anymore ships.
It still doesn't look even remotely attractive for Japan to enter into war with a superpower like the US. There's just no way in hell they would have come out on top.
Whatâs name of that squadron of destroyers and escort carriers that took on a battleship group lead by the âbiggest battleship ever builtâ?
