The UK , have expressed on several occasions they won't because they are devolving parliament. Meaning giving more powers to Northern Ireland. This includes their own security. But the money will come from Westminster. The constitution will come from Westminster.
It's better than waiting your turn in a pool of 28 other countries, for state money.
The EU has done the old fashioned thing and created austerity. Even in Ireland. I think the UK have paid enough and I have seen how things have manifested in Macedonia and the Greek border. Europe will also use their army and weapons there.
