Hm, Chicago was made by Spellbound, who also made Robin Hood: Legend of Sherwood and it was a natural evolution, since Robin Hood was pretty much like Commandos

Robin Hood and his Merry Men are often portrayed as living during the reign of king John, which would place them in the early 1200's.

Well, that's when I got me first PC so unlike my friends I hadn't much attachment to 90s games
There are some from the 80s there that're worth the thought.

Yeah, the difference was dimensionality & fidelity versus the days of yore.
Also, Diablo has procedurally generated dungeon crawl..
The focus shifted to shiny graphics, I think.
I fully blame advanced 3D and 7th gen consoles for this.
They existing kinda coincided with gaming getting into mainstream and the birth of modern ways of making games, or as grognards call it, dumbing down
