well generally the word "terrorist" is reserved for political acts. cartels mainly seem to be interested in money
Cross-border I think it can be argued it's political, because the intent doesn't matter, only the action itself.

Not only that but they are working with actual terrorists such as hezbollah, so considering their smuggling capabilities, and the fact they could smuggle in terrorists, weapons etc., it really is irrelevant if they technically classify as terrorists anyways as they are agents to them
