you can ridicule the belief system, but you cant harass or threaten someone because of the belief system

technically... (at least the way hate speech laws were supposed to work) ... they didnt really add any new law that didnt exist... its just harsher punishment for certain crimes that already existed (eg threatening someone or harassing/stalking someone)
