Yes - exactly. PFC (rational mind) and limbic system (sensual desire) are mutually inhibiting. So you need a bit of training, culture and experience to get planned behavior up and running.

The brain’s development is tied to nutrition, which is tied to the environment. A more rigorous environment that requires preparation, like a region with heavy winters, acts as a natural selector for only the best genes to survive winter.
