It's not a requirement, rather the lacking completion of the course imposes an arbitrary amount of time before they'll sell you the firearm. At least, that's what I've gathered.

If the buyer wishes to acquire the firearm quicker, they'll simply complete the course. It requires an hour's time, online.
So, it isn't a cool-down period, merely an arbitrary infringement upon 2A that does nothing but demonstrate the government's willingness to do so.
Besides, no one has to purchase from an FFL dealer; I sure as hell don't.
The point is, it's an ineffective and arbitrary infringement of 2A, which won't prevent anyone determined enough to carry out the act of which you seek to prevent. End of story.
As for gunning down the old lady to settle a score, well, that's their business.

Even without the full integration of women into infantry, they produce significant logistical issues in the military.
They have much higher sanitation requirements based on regulations than men do.
Maybe a 1% increase in front line fighting personnel in exchange for a 20-30% increase in medical pension payments.

Just about every long-time infantryman I served with had slipped discs and ruined feet already, and the male physiology is built to be more rugged than female physiology. It all just seems like an unnecessary burden and cost just to virtue signal and temporarily please some screeching banshees who never wanted to do it themselves anyway.
