Basic biology states that is a human life

You have to consider why the people we all deem fit to have and raise children aren't doing it. Yes I think some of that has to do with the shit show of marriage but typically those high tier people put off making families because they want to have a certain level of success before they bring a child into the world. That can take time and that breeding strategy doesn't produce many offsprings. The flip side is people who don't care will breed like crazy out breeding those ideal parents who are being responsible.

How on earth has no-fault divorce planted that mindset? If anything it just means removes accountability from marriage. I doubt that has anything to do with why smarter couples on average have fewer children later in life.

See requiring a certain income and mental state would help solve that to some degree

Paying people to live who are too dumb to live is not sustainable. You need too big of a government to do that, and to have that big of a government, nobody would have any money so they'd all be under that decree.

So either dismantle The Great Society, or make it easier to opt out of Welfare.
