Married families that are productive can exist without the state. They don't need welfare.

It would just be incentivising people to do good things.

We typically reward bad behavior and punish people doing "the good stuff"

You have to be careful @Ankha Thats getting into social credit system territory. We already punish people for break the law and stuff. No need to take it a step further.

Currently the justification for the system that we have is that our surplus of food is easier to give from than the coffers, so it's not as much of a tangible net loss as the numbers would suggest, and they have the benefit of keeping these people mostly pacified.
