When the populists start to not institute and real changes or policies to maintain popularity
can you give me a good definition to work with?

Populists are usually more nationalist
More dedicated to their home country, their peoples

You can take it to the extremes of course
I just described a general populist
There's an insinuation that populists tell the people what they want to hear, but they all do that anyway
You can have a populist that never does anything, gives the people everything for free

Sometimes you need an elite to do what is nessisary
everything for free is part of that
Such as in war
Which is why it cycles
When one becomes ineffective for whatever reason
The elite isn't very elite though, half the backbenches are barely qualified to manage a tea shop

You don't need qualifications to be an elite

And the way you wield it
depends what you call the elite tho
You can wield it either as a popular or as an elite
elite as in the people outside of parl who are in the elite class, then enter parl
sit as an elitist
rather than as a populist
An elite would institute a policy that only 15% of people agree with because it will help out
But they can also use that mentality to do the opposite
And do it to screw people over
A populist will listen to what the people want sometimes to a fault
For example if you always did what you wanted youd be 30 stone
