Maybe but given the changes in modern warfare as Nathan is pointing out we have far fewer casualties and fewer soldiers are needed for an objective.

You also get to the point of diminishing returns

if you spend more on training

you have to spend more on equipment

for example

they also have to be smarter and the smarter they get the less pliable they are, which is sad but true

Id say we have a happy medium for the size of our country

We have an army which is on par if not better man for man than our allies

If intelligence is an issue that explains a lot when it comes to COs

with a very effective logistics system

Priority I would say has to go to Navy and Airforce for future spending however
