well there are different forms of democracy ... I mean even in england most people couldnt vote until 1918

before that you either had to own a stake in the land (property) or have fought for it

and the more you owned the more your vote counted ... andeveryones vote was public

so like.. they found a ballot paper from 1843 - and one womans vote counted for 4 votes because she owned a chain of butchers
