If it wasn't for rebel terrorists (who murdered millions of regular people, on a side note), the empire could have begun demilitarization after getting into power.
This would have improved the living conditions for everyone in the galaxy.

I am not going to deny the war crime which was the destruction of Alderaan, but the death star was never intended to be used against civilians, it was meant to be a weapon to destroy the rebel alliance.
