I wouldn't call that socialist then, also names don't necessarily insinuate what something stands for. Example is the National Socialist German Workers Party or Nazis, they were not socialists.
If there was private industry present, that's hardly socialist.

@Kurt Sturm On the Libian industrial level and African location it hardly could be any socialist but it did advance in that direction greatly.
I agree and even if they were moving in that direction it still wasn't socialism or probably would ever be.
