There are are roadblocks, in fact.
One is our incompetence at using resources.
That's a limitation which is not inherent at a given level.
Its manifestations are not set in stone. We can learn to do things.
The second limitation is about a political fight.
It is about the aims of those who hold the means of production.
Even if theer was the ability to change dna of a living being to morph the living being which hasnt been know in nature ever , it would still be a massive resource drain to make every one equal true gentic manipulation

the scale of teh resources, like you said is based partcially on the use of those resources is finite. And teh ability to handle these resources is finite as well
