It isn't what fundamentally determines our behaviour because we can change our biology. We determine biology which in turn has an effect over us - and this feedback loop alone is evidence that we are not determined by it as a thing which is distant from us.
If we say that 'biology' makes us act in certain ways, then we have to account for us saying that 'biology' makes us act in certain ways.
And we have to account for the recognition of this too, and the recognition of that and so on.
There is an explosive infinity of thoughts which cannot be put into correspondence with biological processes.
