Why do you think the west and east fell to shit after it's respective master races fell out of power. When Rome collapsed Europe suffered under Saxons,Celts and German rule. When the Persian empire collapsed the east suffered under the tribalistic rule of the Arabs who's effects linger on today.
It took centuries for Europe to amass large armies, have centralized authority and revive philosophy. The dumber people had to relearn everything. It's possible for every race and people to achieve glory but it takes a very long time.
