He believed that there needed a strong centralized government to rule the Republic, which was a total mess and completely corrupted, and when they kept interfering with his actions. He was a populist and was part of the Populares party in Rome, which was basically giving the plebs more power and a stronger dictatorship role in Rome.

He wanted Roman Citizens to be educated like they normally were, he wasn't really against the Roman education system due to how many brilliant people it created. The Roman Education taught every boy to preform speeches, warfare, other languages, philosophy , Roman politics, and trade craft. When at home, their parents would teach them the family trade.

This education would also teach each Roman the value of service to Rome and that how they were constantly besieged on all sides so they must learn how to fight everyone effectively and prepare to defend the motherland.
