So first one I need to ask is this: What was Julius Caesar’s philosophy on rules and laws?
He believed that there needed a strong centralized government to rule the Republic, which was a total mess and completely corrupted, and when they kept interfering with his actions. He was a populist and was part of the Populares party in Rome, which was basically giving the plebs more power and a stronger dictatorship role in Rome.
He was also infamously a stotic, the philosophy that emotions shouldn't get in the way of rationality

Idk what you mean but I’m pretty sure it’s asking how much he valued the education there
He wanted Roman Citizens to be educated like they normally were, he wasn't really against the Roman education system due to how many brilliant people it created. The Roman Education taught every boy to preform speeches, warfare, other languages, philosophy , Roman politics, and trade craft. When at home, their parents would teach them the family trade.
