Assembly line takes less time than tearing apart an old plane and rebuilding it from the ground up.
eh, it depends to what extent your re-engineering them. R&D can cost billions on its own, so upgrading existing planes often works well. That's how we are able to fly our f16s and a10s thirty years in, b/c we upgrade the hell out of them to keep up with the times
It's the same reason why recycling isn't more of a thing here in the US. It's cheaper to dig the new materials out of the ground, takes less man-hours of work to do, and doesn't require any added infrustructure.
