What is going on with the cell service this morning... went from constant dropouts to full bars

Does the cold have that big of an effect on cell towers?

Removing the snow, as well as potential problems with the connection to the towers.

In a lot of cases, the data from the towers is transmitted through ISP cable lines, so if those go down it can affect cell service.

But if you were straight up not getting signal it might have just been the snow or cold messing with it.
