There is always a job, and if not they can just work for themselves. Teach them to grow their own food, teach them to build their own house. If they can do those things then there will be no need for welfare

to grow your own food you need land, and farming is a hard skill, it could take years for you to learn to feed yourself properly, and thats assuming youre young
same thing goes for the house, and you need tools and materials as well

Welfare attracts those sorts of people and the US didn't use to have welfare yet it didn't have homeless and starving people everywhere either
