I think yang is pandering because he's not a fool and realizes that democrats are losing the white vote quickly and the demographics aren't quite there to make that a safe bet. While it's a strange sight to see an outright comment like that I hardly read into very much when he doesn't say anything else about the issue.

One of the main reason campaigns are run is not necessarily getting elected, but moving the Overton Window. Getting him further at the expense of other Democrats could be a way to pull the Overton Window.
