Just read a book about this problem it's called an inadequate equilibrium. A system like social media can fall into an equilibrium even if it is not an ideal system. Like Twitter or FB. So even a preferable system cannot compete because the equilibria point has already been fulfilled by an inadequate one.

Maybe sort of. Like one of the examples in the book is academia. It's equilibria is that it filters for a certain baseline of intelligence and conscientiousness. It functions in this regard. It's inadequate in that it takes years and tens of thousands of dollars to accomplish this. Without actually doing much to improve the people who endure it.
