Merkel didn't let everybody in "no matter what". People were let in, put into temporary camps, registered and then awaited for further notice. Because of their diplomatic situation, the refugees cannot work, and hence are forced to stay in the camps. Then they are put through a second check where they are approved or not. Once approved they are allowed to work and are relocated to shelters or community housing

Brexit was a mix of things, mostly fuelled by immigration. The interesting thing is, that the largest immigrant groups in the UK originate from Commonwealth countries which the UK is trying to rely on for a post Brexit situation.
