to give a concrete example, the federal government was trying to regulate wheat farmers during one of the wars. farmers said i only sell to local people, so you have no jurisdiction under the interstate commerce clause. feds said "well acshually, cumulatively, all the farmers each selling to people in their own states -does- affect the interstate market in wheat, therefore we have jurisdiction over you even if you're just minding your own business and selling to people in kentucky"
