Anyway, if you don't think there is any way to teach hard work than with money, I don't know what to tell you.
IMO there's plenty more to it than that.

I already said, money isn't the only thing people want.
You give somthing to society, and you get something back in return (money)

and that's just one aspect of life
and there's the whole rest of being a person and having wants and needs
the money is the most important factor. its absence poses the entire problem
Again, the other reason you might put effort into something is because you find satisfaction in it (again, doesn't mean you necessarily enjoy it)
As you pointed out Baraban, money just represents value, so all you need to be able to offer is anything that someone values.
Which could even just be jokes.

Some people work hard just to hear some jokes and have some laughs.

I guess you could ask for something else other than money, but l don't know why you would

in fact if you have a good sense of humor it might be hardert to get people to work hard

I can't take care of people by giving them nice feelings to have, and i can't get them to do anything, because i suppose they dont see how their skills might carry over
well taking care of people isn't the same as encouraging hard work
we're obviously thinking on different wavelengths
rightfully they shouldnt work hard where they actually are, but they shouldnt stagnate while theyre there
It seems to be that it's the people who value hard work for reasons other than money that will be the ones to work hard even when they aren't getting paid well and don't "love" or "enjoy" it.
Those people appreciate pure hard work and discipline because they know all the other benefits they bring.
I mean, money is an aspect no doubt but not the whole picture.

I'm not religious but to use religious imagery, God is the entire picture.

the problem is caused by lack of money, perhaps the scales being offbalance

how about this--how do i get them to value the development of their skillset? i am not trying to fill them with virtue
