and they've penalised the people paying for legal tobacco by such a crazy amount they actually end up buying more, and thus, smoking more

I'm not sure if it's working out, I've not seen any recent figures citing revenue for tobacco into the treasury since the new legislation passed
worth looking into
I'm quite open to the possibility the government just wants to tax those with the least representation, but that's what all parties seemingly have done in the UK since the dawn of democracy
we are so massively taxed with tobacco it's insane
all this new legislation's done is help move the tobacco industry's average purchase price by over 100%

Apologies Canuck. We passed legislation in the UK massively upping the price and minimum supplied quantities, alongside measures to remove all unique identifying packaging from such products recently
whereas before you could purchase a 12g pouch of tobacco, now you can only purchase a minimum of 30grams
