Well it is easy to scapegoat a group that is not held in a high regard/allowed to be hated

Well, people are often critical of the wealthy, so it's quite easy for somebody in power to point at them and say "those rich guys are the cause of all your problems" when a lot of people are already thinking that.
Just look at the way people protest the 1% in the west
That's a bit hypocritical in many cases
