@Fitzydog I think this is not only in capitalism. It will always accour when you have systems to help people. somone will always try to leech of it or to scam it. The problem is lack of controls or lack of enough money / people to enforce controls. And today you have too many people who too freely give away this help, that is paid for by society. But I think this could also happen in socialist or other societies.
