it lets them converse with other radicals who agree with them and give them confidence to commit acts... then again, with censorship, the radicals can just go to some encrypted network and meet tehre

and all the really fancy weapons tech would get pilfered in the process
it'd just devolve into gun fights on the street... that's my prediction
the whole infrastructure and management of the military would disappear because of factional splintering
