Cops really can't do anything. A breach of a contract isn't a criminal issue, it's a civil issue. If contracts held criminal power you'd see folks running around all willy nilly making their own laws.
ppl still make their own laws through contracts.. but the consequence isnt jail time. the consequence is money. wich is also another reason most ppl cant avoid serving jail time.
If I were to sign a contract saying I'd pay you $5 for whatever reason, it wouldn't be written into Kansas state Statute. A contract is essentially just a verbal agreement that, if broken, can be sued over. If we were to make a verbal agreement over the same $5 you could *try* to sue me if I were to break it, but I don't know of a judge in this country who'd hear the case.
