If they were private entities you would expect them to have a mind of their own, but they act in the interest of the technocratic elite that make up the deep state. We have many different companies from many different sectors of the economy acting as one. This is indicative of behind-the-scenes central planning. The deep state also regulates to smash their competition and gives them taxpayer money. Globalist corporatism would also fall under the umbrella of central planning btw. So even if corporate leaders were more powerful than the deep state, it would merely be a difference of who's in power, not what economic system we have. Any planned economy is socialist, it doesn't make a difference to who is planning it. Also, in such a system, the government could always decide to take power again, unless they've lost control of the military in which case they are not a government. The very notion of a government implies the ability to *govern* society. A government that cannot govern is not a government at all.
