Soo... either the phrase "the people" means one thing in the entire Bill of Rights or it doesn't. I am asking you both which of do you think is accurate.

Does the phrase mean the same thing in the first 10 Amendments or different things. We can focus specifically on the 1st, 2nd and 4th... for simplicity sake... if you wish... but its entirely up to you.
