Palpatine had a technician who was purposefully tampering with his clones so he went through faster then he expected because of how corrupted by the dark side he was. He was changing bodies every few months instead of every decade or so.

If I could clone myself... well... more duplicate than clone, then I would work cooperatively with myself.
