the actual process for changing election law in pa is to have it decided first by legislature then put on the ballot in any election cycle prior to the one it's going to start effecting, and let the ppl decide and vote on if they want it included in the voting laws, state gov has no say in pa election laws, only the general public voters have a say in it.

In 2006, an action group successfully fought against voting machines in the Netherlands. The main argument was that “voting computers can easily be compromised and the entire system is not secured, leading to elections that cannot be controlled by the voter and the secrecy of the ballot cannot be guaranteed”. As a result, all elections are by paper ballots and pencils again. In recent years, certain commissions are again trying to get voting computers into the process.

all current election laws in pa still say no mail-in ballots with the exception of absentee voting and that only applies to military residents stationed overseas out of the country, regardless of any 'covid-lockdown' changes which are still illegal by all state and national constitutional laws

and all absentee ballots for pa have the words 'military use only' clearly stamped on them...there was reports of pa residents receiving 'mail-in' ballots that fit that description that weren't even in the military nor actively serving in the military
