Unlike them, Trump has a legitimate reason to believe they are compromised and he is not directly spying on them but instead on Hunter and the CCP network. the actual process for changing election law in pa is to have it decided first by legislature then put on the ballot in any election cycle prior to the one it's going to start effecting, and let the ppl decide and vote on if they want it included in the voting laws, state gov has no say in pa election laws, only the general public voters have a say in it.
