That was the entire ad

That was an ad for Nerds candy. An ad for Tide detergent was just the Tide logo flashing across the screen, no audio.

I'm not sure how they are able to do this, beyond maybe that it doesn't happen constantly so the risk of programming people is less maybe?

Nope I've caught a couple, and it makes me wonder how many more I've missed.

As far as I am aware, subliminal advertising should be illegal, so I'm at a loss as to how they get away with it

I know my local station often cuts in on national ads, and cuts them short.

Thats my best guess as well, its not intentional and the result of two ads slotted for the same time but one is fractionally longer than the other and you end up with ads that only air for a half second or so

But the end result is a subliminal appearing ad

Take into account that when John Wayne was an actor, everything was dumbed down and sanitized by Hollywood. Clint Eastwood's westerns were mostly made in Italy, hence "Spaghetti westerns".

All of Hollywood was back then. Most movies and shows couldn't show blood, or realistic violence.
