Because if they wernt the feds would crack down on them for selling unregistered silencers
Heck if you buy too many oil/fuel filters at the same time they knock on your door

That doesn't look like the one I saw about because it had a whole fake company built around it to look like it was a hanger company when it really (obvious to anyone who knew anything) wasn't.
