Dish soap and warm water with a soft bristle brush (ex: toothbrush) works decently.
Considering how caked that is, you'll want to spray white vinegar on it first and let that sit on the chrome for 15 minutes.
10-15 minutes.
And instead of spraying the vinegar, you may want to rub it onto the chrome.
You may want to look into Krud Kutter too to get the primary crap cleaned off and then follow up with the soap and warm water.

You can typically rebuild manual transmissions in your garage fairly easily if you have a press and some mechanical skills
Even the simplest of automatics can be a nightmare

Years ago, 1980's when I was racing built up a couple of rock crushers. Easy to do with proper tools.

Engine is a cobbled together 350 with a 1970 block, mid 60s heads, winters foundary manifold, headers, holley double pumper
The transmission is out of a 1970 car

My favorite 'back in the day'; I was racing '65 Chevelle's and had a spare body. Wound up placing my dirt track 327 4-bolt main in there with one of the rock crushers. Gosh I miss that car!
