I'd totally eliminate the NSA, and seriously reshape the entire FBI and CIA (No more FISA or Patriot Act stuff). I'd merge the State Department and Homeland Security into the Department of Defense, and rename it all to the War Department. Next I'd merge Agriculture and Energy into the Department of the Interior. I'd merge the Department of Labor and Department of Transportation into the Commerce Department too. Finally I'd merge the rest of the departments into Health + Human Services: Housing + Urban Development, Veterans Affairs. Oh and I'd flip the DoJ upside down
