I did a year of JROTC in HS. Came back after first deployment for the recruiter assistance program, where I'd go around to diff schools and talk to JROTC people.

For ROTC you can apply for scholarship through your HS and get an interview with the PMS- or be a cadet and compete - go through a board and do an interview and then you may or may not be selected for scholarship
