It’s hard to know what to reform. A lot of the bad cops are individual level. although they could approach criminals better or something

it will always come down to whether you've broken the law, are suspected of breaking the law, and are stopped and detained or put under arrest and how you choose to react

every lawyer will say take it to court and listen to the officer

Personally I dont believe police reform will do anything without social reform
