That's pretty good actually. Segregation of Duties (SOD) is a key internal control process used to avoid fraud in financial accounting. As long as they keep the ballots together, should be an easy audit trail @jenna
I am familiar with that we have that in Washington. The county election office here will contact you concerning your ballot and have you validate your information for your voter registration and send you out another ballot like before and have you resubmit your ballot and after they validate the new ballot they attach them and place them in an envelope together with your voter envelop attached.

@USMC Grunt0351 Putting any marks other than an authorized stamp that marks it accepted or rejected are the only thing that is supposed to go on them from talking with my state, Florida, and Michigan county of elections offices.

It is completely real, he hasn't corrected this, but media outlets have explained this as a gaffe
Feel like this video provides some good context to some of the voter fraud concerns that were brought up
Honestly, I'm not too bothered by the gaffe
My first inclination is to the more honest interpretation that he meant a task force to prevent voter fraud
