I'll be interested to see how they "disguised" the postal facility. One of the commenters mentioned that the homeless use postal facilities to get mail, but I am skeptical that could account for all of them. The Problem is the Actual Harm vs Remedy. You first need to prove the Harm and the Remedy has to be equallitable.
