He tends to address the elecronic version and goes into depth describing the multiple ways in which it could be exploited as well as counter machines which are more solid however, fake ballots can be tabulated and verified through hand counts. It seems to describe a system where electronic votes can be distributed evenly without as much detection while injecting massive batches of paper ballots at the tabulator when the the magin is large. Seems less likely it would have been a hacking event, but more of an algorithm protecting results of the election and steering only so much to avoid detection until Trump was in landslide win and so paper ballots had to be injected which was the last resort.

Also, remember that the results go to at least the AP and Edison Research NEP. I was not able to find how NEP gathers their data, but AP does publish it. I expect that it is roughly equivalent: https://www.ap.org/en-us/topics/politics/elections/counting-the-vote
