It seems to describe a system where electronic votes can be distributed evenly without as much detection while injecting massive batches of paper ballots at the tabulator when the the magin is large. Seems less likely it would have been a hacking event, but more of an algorithm protecting results of the election and steering only so much to avoid detection until Trump was in landslide win and so paper ballots had to be injected which was the last resort.
