The date CISA was formed is January 6, 2017. Just as Obama was leaving the White House. This agency under the Department of Homeland Security decided it was a good idea to include members closely tied with left wing political action organizations. Extensive ties to George Soros, that recommends censorship via social media platforms.

And tell me that Kreb didn’t instruct every Precinct county and state election committee that signed up for their EI-ISAC Cyber security suite, to connect their hardware to the Internet so it can be updated through a network connection

I read it... Doesn't say anything about CISA. However, it is true that election security was part of the Department of Homeland Security. However, Trump created a separate group within DHS and called is CISA in 2018 and hand selected Christopher Krebs to lead it.

This may be a bit confusing but if you have a piece of hardware that is not on the internet say a vacuum cleaner or computer. It does not need cybersecurity.

Imagine for a moment, that you have a computer not on the internet: You can still attack this computer through different means, anything that opens up the access to the computer itself. Flash drives, ethernet ports.

@TaLoN132 Keep reading, there are multiple links to protocols recommended by CISA i.e. Mr. Keegan and connection to the Internet is one of those protocols. As is 2 stage authorization, Protection of admin log on codes, an agreement with vendor for access to update the software regularly.
